You'll need a ROM of some sort and a D/A convertor + amp and a speaker (a
cheap one that they use in toys is fine). Record the sound effects 8 bits
sampled at 11.25kHz on a PC and then write to ROM. There maybe a kit you can
buy somewhere.

What does this mean? That the horn sounds differently for each train?
That the PA announcements on the stations sound differently?

Maybe there is, but probably not from a technical point of view. As a
first suggestion, try musician's web sites and see if you can find
explanations of sound effects. You are looking for the same sort
of technology but with a different application.

sound announcements that have been recorded on the sound chip on their
locomotives and railcars.
Is there a website that, in layman's language, explains how sound effects
are "recorded" on a sound chip? ... and, how one would/could "re-record"
or "re-program" a sound chip with the particular sounds that are
appropriate for ones use?

Are there companies that will "customize" a sound chip for your particular
needs?
