If you are convinced that the driver and the emulator are working
correctly, then yes, the problem probably lies on the target hardware.
In which case, make sure that the target has ALL of the power and
grounds, that it has a GOOD clock, and that it is getting a valid reset
signal.  Also double check the target hardware schematic versus a known
good example and also compare against the datasheets to be absolutely
certain that nothing has been missed.  The ezDSP schematics works well
for this and you may be able to find one for download - try spectrum
digitals web page.  Once you are certain that all is in order, then try
changing the processor as it is possible, though unlikely, that you
have a dud.

If all this fails, then your next step would be to buy new hardware to
have a known good.  Preferably such hardware would have a reference
schematic that you can copy from.

device(JTAG)to connect a DSKc6711. We had entered into CCS and got the
correct wave. That's why we know where the question is, but don't know
how to solve it.Do you have any other suggestions? Thank you! I have

TI's JTAG uses a TRST line that goes into a secondary reset pin on the
processor used by the emulator.  This line, TRST (Test Reset) is used
by the debugger to allow it to reset the processor, presumably without
interfering with the (global) hardware reset line.

It sounds as though you are having a driver - code composer conflict.
Until your post, I have never heard of a Seed emulator.  A search for
the unit brings up pages that are mostly unreadable by my browser.   I
personally have only used the Spectrum Digital emulator.  I did help
debug an emulator by Icetek, which it turns out was a bootleg copy of a
Blackhawk and would't work correctly until it had Blackhawk drivers.

I would suggest that you verify that you do have the correct drivers,
make sure you follow the installation instructions EXPLICITLY  and if
possible borrow / buy a known piece of working hardware.

together with an output wave 10M.

Additionally what processor is on the board, what emulator are you 
using, what version of CCS do you have?
