Before decimating the signal by 16, you should first low pass filter
the input signal to remove any spectral contents beyond 500 Hz,
otherwise your down-sampled signal will have aliasing.

It is not a problem. First, sample your signal at 8 kHz later take every 16th sample and ignore others.

Is the sampling rate of stereo codec AIC23 in the starter kit TMS320C6713DSK be changed? Its lowest sampling rate is 8kHz but I need 500Hz in my application. How can I changed it? Please advice. Thanks.
