I have worked on PEP5416 a version of DSK5416 and have faced the same problem of
"CCS cannot initialize the target CPU".
The way I figured it out was through the GEL files. After loading the required
configuartion in CCS through the StartUp, I reloaded the GEL files (after the
CCS opens). And then the device was working.
