Yes. No other group. Something as simple as "what's decimation" he/she
should take 60 seconds to look on the web or in a book. For questions
about the details, this group would be appropriate.

At it's simplest decimation is just selecting every Nth data point to
keep, and throwing away the rest. It's a form of sampling, so you
usually have to precede your decimation step by some sort of anti-alias
filtering, although sometimes you'll get lucky.
