PC-based audio processing tools

Hi all. New member here.
I have an application that requires measuring the 60 Hz component of a
signal in the 20-1000 Hz bandwidth. This was previously accomplished
using TI DSP, with result (amplitude of 60 Hz component) sent to a PC.
But for cost and simplicity, I think it can be done directly by the
PC via the sound card input.

Can someone point me to some software tools or libraries so I can
develop this application, preferably in Visual C/C++? I would like to
use a standard Windows laptop (Line In or Mic In port) and get access
to the digitized input at a particular sampling rate. Then I'll run
it through a filter implemented in C.
