Hi all,
is it possible to program flash memory without a Jtag Emulator (eg. with PCI Valley Tech driver)?

Yes.

If you can download an execute a DSP program, you can program the Flash.
Download a DSP program that contains your data and programs the flash
with it. Very easy to say, but it takes a little more work.
