JTAG problem

Hi ,I meet a problem on connecting my jtag to DSP.
There are some steps bellow:

1. chain scan is ok. a target can be found.
2. reset the emulator
3. execuse the ccs3.1,then the system gives messages :

Can't Initialize target CPU;
Error 0x80000200/-1070
Fatal Error during:OCS,
An unknown errror prevented the emulator from accessing the
processorin a timely fashion.target from the emulator. The targets
should then be power cycled or hard reset followed by an emureset and
reconnect to each target.

4. test the pins of Tms320c6713bpyp :
a. /reset=3.3v
b. clkmode=3.3v
c. clkin@MHz
d. eclkout MHz
e. NMI=0 v;
