ccs problem

Hi everyone,
I am having a spectrum digital emulator board with TMS320c5416 dsp. I
bought that and i installed the CCS in my desktop. When I connect the
board
and start the CCS, the USB is enumerated but then a error window is
coming.
It is like this
title of the window: CPU_1- DSP DEVICE DRIVER.
CONTENT: 
CAN'T INITIALIZE TARGET CPU
I/O PORT : 540
BOARD NAME: SDGO5416DSK (SPECTRUM DIGITAL)
CPU NAME: CPU_1

then four buttons to abort/retry/ignore/diagnostic are there. even if i
run diagnostic, the emulator diagnostic is failing. 
Can anyone help me in this?

Run the SDConfig utility that is installed to your computer with the
Spectrum digital drivers.  Then run the setup CCS utility installed on
your computer with CCS.

I haven't used the USB emulators, but that is how it works with the
parallel port ones.
