want to ask plz
 to  publish a  paper in IEEE you have to give a new idea or for
exapmle to apply a  system  that given before

for exapmle iam palnning to study diffenet code systems in wimax

 and compare  between them

my question is this
  such a project can be accepted

I think you do might be doing things in the wrong order. The order of work goes like this: 1) Come up with an idea for a project 2) Get the idea accepted by somebody who can pay you (e.g. get a research scholarship) 3) Do the work 4) Write a paper 5) Submit the paper to e.g. IEEE Only then will IEEE be interested in whatever you are up to. IEEE does not fund projects or accept plans. IEEE does not supervise your work. IEEE only review (and possibly accept to publish) submitted manuscripts that describe work that has already been done. That's because I've been there - with English when I was a kid and with a couple of other languages in recent years. It's something refreshing about being able to conduct an actual conversation for the first time in some language one has struggeled to get to grips with. Rune

It depends on the Journal for one thing. The Transactions are generally looking for "original" work. But others not so formal will accept good review articles. I would seek advice from folks who are in the field in which you intend to publish. The reviewers are generally in contact, etc. If you don't "know" the journal to which you submit then it's going to be a long shot. But, if you've been reading it then you'll have a much better idea of what will fly. Or, as above, get the advice of folks who *are* close to the target journal. Do a good literature survey. It always helps. There is always somebody out there who has work on the idea that you have. If you do not find anything, then go ahead, carry out the work, write a paper and submit to a *GOOD* IEEE conference or a journal. By GOOD I mean, not the conferences that borrow IEEE's name to make money. Hope this helps. Chintan

All IEEE sponsored conferences have to be agreed at meetings of the local IEEE chapters. You can't just use the name without permission. Hardy

That might be true, but I interpret Chintan's remark to mean that a conference might not be 'good' even if it has obtained the permissions and support of the IEEE. Rune
