DSP starter - need help

I'd like to build a DSP based audio equalizer.
I usually program 8051-based micro at work so I have some basic about it.

I'm looking for a low-cost development tool that allows 
debugging/emulating the DSP based device.

Look for evaluation boards when you're shopping for DSPs.  You'll get at 
least an itty bitty board with a processor on it and some basic tools.
