WMA audio, high-frequency, weak bits

Where can I find software that lets me play with WMA?

I would like to make a WMA file with the following:

1. 44,100 Hz sample rate or higher
2. Stereo or mono
3. 24 kbps bit-rate or less

Any software that can do this or something close?

You may look at http://www.mediatwins.com/products/1707-4.htm or try MP3 encoders, not to forget RA. Norbert

Which one works for Win98 or Win98SE?

Well, XP and Win2K have been out for a number of years now. Unless your computer hardware is older and fairly limited they are much more capable OS's than 98 or ME.
