May be you need to get a copy of the following.
 
 ISO/IEC 13818-7
 ISO/IEC 14496-3

and in case if you are keen on SBR from CT "you need to reach CT" for the same.

If you're looking for a really good book that covers the background needed
to understand AAC, plus has a nice chapter specifically on AAC try:

Introduction to Digital Audio Coding and Standards
by Marina Bosi and Richard E. Goldberg
2003, Kluwer Academic Publishers
ISBN 1-4020-7357-7

I'm very impressed with this book.  It also has chapters on MP3, AC-3, etc.
