you can run Xfig under cygwin I think it's even part of the standard install -Lasse

Use Dia. It can produce png, jpeg, EPS and many other output formats. It is originally a Unix program but has been ported to Win32. http://dia-installer.sourceforge.net/ -- Ramakrishnan
