base on the shannon capacity limit,dicuss the possibility of transmitting
information when siganl is lower than the noise?

some ways of trasmitting would be be spreading the specturm,using reed
coding method.

what are some other ways to transmit information when signal is lower

There are two methods to accomplish the transmission of the data below the noise: 1. Find someone who knows the subject and pay him for doing the job. 2. Go to the library. Both methods are based on the common sense and don't require asking the same stupid question over and over again. VLV

If you've already done the research into this topic then you should know that using the shannon limit you can either spread the transmitted signal spectrum in some intelligent manner, or you can transmit at a lower overall bit rate, perhaps using some error coding of some kind. If you know the noise, then you can filter it out to increase the signal to noise ratio, and thereby improve the possible capacity.

ECC coding will not change the channel capacity at all. It merely allows you make the channel reliable.

Increase the signal power and/or lower the noise power.
