Does anyone do one of these that will run standalone on a PC? I need one that will fit itself between the output data stream and whatever is creating the audio stream, whether WMP, RealPlayer, WinAmp etc There doesn't appear to be anything that can do this. Is it even possible? W/ ASIO capable players you could use ReaRouteASIO driver (comes w/ Cockos Reaper - http://www.cockos.com/reaper/). IIRC, there was one globally working Standalone EQ available but, it was very pricey (~500$) at that time I did searching one. Sorry, but, I can't remember the vendor name anymore. I have not see 1/3 octave EQs for WMP or RealPlayer yet. For WMP there is this IZotope Ozone (http://www.izotope.com/products/audio/media/ozone.html) but I don't know if it has as good EQ features as the original Ozone VST does have. With Winamp, Foobar, J.R MediaCenter and Mediamonkey, as for an example, you can use all those available VST/DX EQ's through VST/DX Host DSP plugins/Bridge plugin. It reads the values of the potentiometers with an analog multiplexer and A/D converter, then uses those to generate the filter coefficients. My choice would probably be one control for each band, covering both channels, but they did it separately for each channel.
