H.264 vs. MPEG-4 for Surveillance

Hello,

Supose you need to compress two independent video streams, each one being 
4-CIF (704 x 480) at 15 fps for a surveillance application, and that they 
(both) need to be steramed thru the same network but the max bitrate that 
you have for that streaming function is 2 Mbps.

Which one of the following codecs would you use?

- H.264 Baseline Profile
- MPEG-4 Simple Profile
- MPEG-4 Advanced Simple Profile

Is the max bit rate dependent on the processor used for compression (or FPGA 
or whatever), or is it dependent on the codec itself?
