GMR2+ CCS configuration parameters question

Hi,

I am having trouble figuring out the usage of the S-BCCH power reference
parameter broadcasted in the CCS configuration parameters information
element in GMR2+. It "specifies the power of the S-BCCH with respect to a
nominal TCH channel". However, I can't find anywhere else in the specs that
reference to this paramter. And I can't find a definition for the "nominal
TCH channel" either. Would anyone offer some hints on this parameter?
