Can't reset JTAG with software, plus HPI opening failure

Hello to everyone, I know that I'm writing a lot in this post, but
I'm having the strangest problems that a human can have. Now I'm
with my EVM 6701 PCI, trying to work in another computer, this one
with Windows XP, and when everything is set up, and I'm going to
start to work, the first thing I do is a EVM reset, the one that
comes with the package, and I get those messages:
[OCTL_EVM6X_MAP_HPI_spaces_FAILED] and [FAILURE_OPENING_HPI],
finally EVM6x JTAG reset failed. Does anyone know why this problem.
Can't I work under Windows XP? Can I work under any Operative
System? Is there a conspiracy against me? Sorry for the last
sentences but I'm very tired of fighting instead programming.

What version of CCS are you using??
When you look in the Device Manager does the EVM look ok and show 'no resource conflicts'??
If it looks okay, what PCI bus does it show that you are installed on??
