Are you using external memory on the EMIF or PCI bus?
Whichever one you are using is not responding to read/write cycles
correctly. Either the pins are not configured correctly (some are configured
with pull-up/pull-down resistors on certain pins during power-up), or your
software has set memory timing which does not match the kind of memory you
have (ie. for Flash or SDRAM), or the external bus control logic is not
working correctly (ie. the logic which drivers the PCI RDY or EMIF AARDY).
