could you tell me names of some real time MPEG-2 & MPEG-4  based vedio
encoding DSPs ?

I guess it's a little bit too vague, since real-time
depends on the CPU used.

Anyway, you can try to look for "ffmpeg".

Depends on a whole lot of things. The resolution required(varying
between anything from QCIF to HDTV), profile required(in case of MPEG4
can be SP,ASP,etc.), frame rate (usually between 15-30 fps) etc. Only
after knowing the above can a specific DSP be selected to support
real-time processing.
