loading program to ADSP-21160 memory

Is there a tool which allowed to command line tool which allowed to load
program into processor memory? Does one of AD tools in VisualDSP packet do
this?

Seriously, you're going to have provide more information to get a useful
answer, such as how you are connected to the DSP?  A jtag emulator?  PCI
bus? USB?  What OS are you running on the machine where you want the command
line tool? etc ...

You have under-specified the problem. It largely depends on the type of host on which you're running the command line (PC? Mac? SBC?), how it's connected to the DSP (PCI? ISA? JTAG?) and often, on the OS it's running (MS? Linux? OSX? Something else?)
