Fractionally Spaced Equalizer

Hi there,
Is there anyone know how I can convert the coefficients of
Fractionally-Spaced-Equalizer to the coefficients of Symbol-Spaced
Equalizer?
I know it can't be done by downsampling the output of this filter fed by
Impulse input!

Utter nonsense.

If you downsample a filter, it would be the different filter (except for 
the trivial cases).
