Is there a tool to convert a .rcp file to a .cmd?
What would one have to do to convert it by hand?

So you still need the older CCS for testing or maintenance purposes? Or maybe just
sanity check to make sure code is working correctly?

Yes. Well "migrating down" instead of up isn't something that TI is going to
support, so I'm not sure what to suggest. What is the version of CCS that TI has
recently sent? v3.2?
