A few things to check...
--have you downloaded and installed the .dll file from TI or spectrum digital
for the specific DSP/emulator/USB connection?

correctly described as "chinese manufactured emulators with counterfeit
TI markings that support most TI DSPs". These have showed up under
various names and usually do not include any support. They have a
history of not working with c672x devices.

In all my years of working with the CCS product, I had not previously heard of
this utility nor of the 'fake' CCS products.

I have an emulator bought from ebay that, apart from some minor visual
differences (it says "made in china" instead of "texas instruments"), I believe
is exactly the same product (market as "XDS510-USB2.0"). After facing some
difficulties to connect my target (an C6424 board) to CCS 3.3, in the same way
that you did, I turned out to discover that internally my emulator was a copy of
a "Blackhawk USB 2.0 JTAG Emulator".
So, I uninstalled the previous "XDS510-wanna-be" driver from device manager (in windows safe mode), and installed the contents of the folder "D:\XDS510 USB2.0 DSP\BlackHawk Special Driver For CCS3.3" from the CD (you might have the same path on your disk). Next time when I plugged in the emulator to the USB port, I pointed windows to install the driver from "D:\XDS510 USB2.0 DSP\USB_driver" (windows asked for the driver twice, if I remember well...). Then, finally, I had a BlackHawk emulator displayed in device manager.
Later, I went to CCS Setup and by trial and error found that the target "Blackhawk USB 2.0 - C6455 Emulator with ICEPICK_C" worked flawlessly with my C6424 board. I even used Flashburn with it with no problem.
