ccs can not initialize CPU

hello everyone.
I have designed a board with 2 C6711B150. But when i startup ccs, it says
it can not initialize CPU.Sometimes it can not initialize CPU_2, sometimes
it can not initialize CPU_1, and sometime it can not initialize both.

My schematic is JTAG.SCH.
Bootmode = 00.

What is the matter?

I do not have anything to read a protel schematic - can you convert to pdf??
 
Also, what emulator do you have??
If it is a TI, try running xdsprobe with the -c option for about 2 mins to see if it detects any errors.
