I am not able to find GSM-FR speech codec ansi c code.
If any body knows where can I get, please reply to me.
I have already searched in 3gpp standard search. But not able to find.

If you follow the specs link I sent you'll start to find mention of individual authors and contributors. If you
follow that trail you can find source pages... since GSM FR is a 1990 speech codec, there are a number of sites -- as
one might expect. Here are a couple of examples:

In your first post you didn't indicate what effort you made to find GSM FR source, something 1000s of engineers have
worked on for 20 years. Due to this, I had asked you if you were a student. Students tend to do that -- "help me, I
don't have time" type of thing. You didn't answer so I checked and see that you're working at NXP and before at Wipro
and Hellosoft, four years out of school. I would suggest, respectfully, that you if want help in peer tech groups you
could give a more detailed description of your own effort. That would likely get you a more helpful reply.
